A water heater replacement is more than lifting one tank out and setting another in. Your old unit went in under an older code. The new one has to meet the code in force today. Seismic straps, a thermal expansion tank on a closed system, a correctly sized relief discharge line, sound venting, and a permit with an inspection. We handle all of it and price it before we start.

Seismic Strapping
California Plumbing Code 507.2 requires two metal straps, 22 gauge minimum and 5/8 inch wide minimum. One sits in the upper third of the tank, one in the lower third, and the lower strap stays at least 4 inches above the controls.
Thermal Expansion Tank
If a pressure regulator sits on your water main, your plumbing is a closed system and code requires thermal expansion control. Most Pasadena and Los Angeles homes have a regulator, so expect an expansion tank on the new installation.
Relief Valve and Discharge Line
The temperature and pressure relief valve needs a full size discharge line running downhill to an approved termination point, with no threads on the end and no upward run. Inspectors flag this more than any other item on a swap.
Venting and Combustion Air
A gas tank needs a correctly sized vent connector, proper rise, and code clearances, plus enough combustion air for the burner. An orphaned vent left behind after a furnace change usually needs resizing or a liner.
Garage, Platform, and Drain Pan
A gas heater in a garage needs its ignition source raised 18 inches above the floor and protection from vehicle impact. A heater sitting above finished space needs a drain pan piped to an approved drain.
Both cities treat a water heater replacement as permitted plumbing work. The permit is cheap. Skipping it is not.
Pasadena Building and Safety issues the plumbing permit. Water heater replacement does not appear on the city list of work exempt from permit.
LADBS requires a plumbing permit to replace a gas water heater in a single family home. One exception applies: a replacement of equivalent gallons, BTU rating, and vent capacity performed by a contractor holding a valid LADBS Certificate of Registration as a Certified Licensed Contractor.
Unpermitted water heater work surfaces during escrow, during an insurance claim after a leak, and during any later permit application on the property. The permit costs far less than the correction.
The federal 25C Energy Efficient Home Improvement Credit ended for equipment placed in service after December 31, 2025. Nothing replaced it. Rebates still exist and they are local. SoCalGas pays $300 to $575 on a storage tank at UEF 0.64 or higher, 55 gallons or less. Pasadena Water and Power pays $500 on a heat pump water heater. LADWP pays $1,500 to $2,500.
