Updated October 2026 | Plumbing | By PowerRoute Electric & Plumbing
Water heater replacement cost in Los Angeles depends on the type you install. Estimated budgeting ranges run $1,800 to $3,500 for a gas tank replaced like for like, $3,500 to $5,500 for a gas tankless unit on a direct swap, and $3,500 to $6,500 for a heat pump water heater before rebates. These estimates combine the national installed ranges published by Angi and HomeGuide with the Los Angeles permit, strapping, venting, gas line, and electrical costs on this page. Your own quote depends on your home.
Treat national averages as benchmarks. Angi puts the average water heater replacement at $1,348. A Los Angeles quote depends on local labor rates, site conditions, and the corrections the job requires, such as a permit, seismic strapping, and venting or gas line updates. This page covers what each type costs here, what moves the price, when a repair makes more sense, and which rebates still pay in 2026.
Water Heater Replacement Cost in Los Angeles by Type
These are estimated budgeting ranges for homes across Los Angeles and the San Fernando Valley, built from the Angi and HomeGuide national ranges plus the local cost drivers listed below. Each range assumes a permitted install by a licensed plumber.
| Type | Estimated range in Los Angeles | What the low end assumes | What pushes it higher |
|---|---|---|---|
| Gas tank, like for like | $1,800 to $3,500 | Same size and location. Existing vent and gas line pass inspection. | Larger tank, longer warranty, vent corrections, expansion tank, drain pan. |
| Electric tank | $1,500 to $2,800 | Existing 240-volt circuit in good condition. | A new circuit or wiring repairs. |
| Gas tankless, direct swap | $3,500 to $5,500 | Gas line and vent route already suit the unit. | Condensing unit, recirculation pump, scale filter. |
| Gas tankless with gas line or vent work | $6,500 to $8,500 | Older home with an undersized gas line and no usable vent route. | Relocating the unit to an exterior wall. |
| Heat pump (hybrid) | $3,500 to $6,500 before rebates | Garage or large utility room with a 240-volt circuit close by. | A new circuit, a condensate drain, limited panel capacity. |
For national benchmarks, Angi lists $882 to $1,826 for a typical water heater replacement and $1,400 to $3,900 for tankless. HomeGuide lists $600 to $3,100 for a tank and $1,400 to $5,600 for tankless. A Los Angeles quote moves with local labor rates, site conditions, and any corrections the inspector requires.
Tank Water Heater Replacement Cost
A gas tank swapped for the same size in the same spot is the lowest-cost replacement. The estimated range is $1,800 to $3,500. An electric tank on an existing 240-volt circuit is estimated at $1,500 to $2,800.
The spread comes from the tank you choose and what the inspector expects to see around it. A 50-gallon tank costs more than a 40-gallon tank. A longer warranty costs more than a six-year tank. A heater installed 12 years ago often sits on venting, straps, or a relief line older than the current code, and the replacement has to bring those up to date.
A tank fits most homes with one or two bathrooms and a gas line already in place. Our water heater installation page covers tank sizing and what swap day involves.
Tankless Water Heater Replacement Cost
Replacing a tank with a gas tankless unit costs more because the job changes more than the heater. The estimated range is $3,500 to $5,500 on a direct swap and $6,500 to $8,500 when the home needs gas line or venting work.
A whole-home tankless unit burns 150,000 to 199,000 BTU per hour. A standard 40-gallon tank burns about 40,000. The existing gas line often has to be upsized to feed the new unit. The vent changes too. A tankless unit needs its own sealed vent and does not reuse the old tank flue.
In return, ENERGY STAR puts the life expectancy of a gas tankless unit at 20 years, well past a tank. Our tankless water heater installation page covers sizing and venting, and our tankless cost breakdown lists every line item.
Heat Pump Water Heater Replacement Cost
A heat pump water heater, also sold as a hybrid, is estimated at $3,500 to $6,500 installed before rebates. The unit costs more than a gas tank, and the install adds electrical work.
Most hybrid units need a 240-volt circuit. A home replacing a gas tank usually has no circuit at the water heater, so an electrician has to run one. The unit also needs a condensate drain and room to breathe. ENERGY STAR calls for 1,000 cubic feet of air space around the heater and an interior space that stays between 40 and 90 degrees year-round. A garage works. A tight hallway closet does not.
The payoff is running cost and rebates. ENERGY STAR says certified heat pump water heaters are up to four times more efficient than conventional electric water heaters, and LADWP lists a rebate of up to $2,500 on them. PowerRoute does both the plumbing and the electrical, so one company covers both sides of the job.
What Drives Water Heater Replacement Cost in Los Angeles
Two quotes for the same heater rarely match. The gap is usually in the items below, and in whether the quote counts them.
| Cost driver | Typical added cost | When it applies |
|---|---|---|
| Plumbing permit | About $60 to $120 | Every replacement. |
| Seismic strapping and blocking | Varies with the framing | Every replacement. |
| Vent corrections on a gas tank | $100 to $600 | The old vent is undersized, runs flat, or sits too close to framing. |
| New venting for tankless | $300 to $1,200 | Every tank-to-tankless conversion. |
| Gas line upsizing | $500 to $2,000 | Most tankless conversions in older homes. |
| Thermal expansion tank | $90 to $350 | The home has a pressure regulator or check valve on the water main. |
| 120-volt outlet for a tankless unit | $250 to $900 | There is no outlet near the unit. |
| Relocating the heater | $800 to $1,800 | Moving from an interior closet to an exterior wall or garage. |
| Haul-away of the old tank | $100 to $300 | When the quote itemizes it. |
Permits
Plan on a plumbing permit. LADBS lists water heater replacement among its express permits, which are issued without a plan check. On the LADBS plumbing fee schedule, the water heater and vent item is $28, the single-item minimum is $55, and surcharges add 9 percent. A water-heater-only permit comes to about $60. Adding gas outlets for a tankless unit moves it toward $100 to $120. Confirm the current fee with LADBS, since fee schedules change.
The fee is small. The inspection matters more. It is the only outside check on the gas, vent, and relief valve work. A quote with no permit line leaves out a step the city expects.
Seismic Strapping
California Health and Safety Code section 19211 requires every residential water heater to be braced, anchored, or strapped to resist falling or sliding in an earthquake. The plumbing code calls for two straps, one in the upper third of the tank and one in the lower third, with the lower strap at least four inches above the controls.
The straps are a minor material cost. The labor shows up when the old tank was strapped to drywall instead of framing, or sits in a closet with no stud where a strap has to land. The installer then adds blocking before the new tank goes in.
Venting
A gas tank replaced like for like often keeps its vent, provided the vent is the right size, slopes upward, and clears nearby framing. HomeGuide puts vent work on a replacement at $100 to $600. A tankless unit needs new venting, which runs an estimated $300 to $1,200. Condensing units vent in plastic pipe through a side wall. Non-condensing units need stainless steel vent pipe, which costs more per foot.
Gas Line
Gas line capacity is the biggest swing on a tankless conversion. Upsizing the line from the meter to the heater adds $500 to $2,000, depending on the length of the run and how much of it sits inside walls or under the house. A tank-for-tank swap rarely needs gas work beyond a new connector and shutoff valve.
Electrical Work
A gas tankless unit needs a 120-volt outlet for its controls and igniter, which adds $250 to $900 when there is none nearby. A heat pump water heater needs a 240-volt circuit. A full panel with no room for the new breaker changes the job. A panel upgrade in Los Angeles starts at $3,500.
Repair or Replace Your Water Heater
Age decides most of it. A tank lasts 8 to 12 years in Southern California, so a repair on a 10-year-old tank buys little time.
- Under 6 years old. Repair. The tank is usually still under warranty and has years left.
- 6 to 10 years old. Repair when the fix costs less than about one-third of a replacement. Replace when it costs more.
- Over 10 years old. Replace. The tank is at the end of its published life.
- Leaking from the tank at any age. Replace. A leaking tank has no repair.
Thermostats, heating elements, thermocouples, gas valves, and relief valves are all repairable parts. Rust in the hot water, water at the base of the tank, and rumbling from sediment point toward replacement. Water Heater Rebates in Los Angeles for 2026
Rebates change the math most on tankless and heat pump units. This is where the main programs stand for Los Angeles homeowners as of October 2026.
| Program | Amount | Applies to | Status and conditions |
|---|---|---|---|
| SoCalGas rebate, gas storage tank | $300 to $575 | Gas tanks from 20 to 55 gallons at UEF 0.64 or higher. | Open. Purchase and install in 2026, application postmarked by December 31, 2026. |
| SoCalGas rebate, gas tankless | $80 to $1,500 | ENERGY STAR gas tankless replacing a gas tank in a single-family detached home. | Open. The $900 tier starts at UEF 0.87. The $1,500 tier needs UEF 0.98 or higher. |
| LADWP Consumer Rebate Program | Up to $2,500 | ENERGY STAR heat pump water heaters for LADWP electric customers. | Capped at the cost of the install. Confirm the amount on the current application. |
| South Coast AQMD GO ZERO | Varies by round | Heat pump water heaters replacing gas or propane units. | Closed. South Coast AQMD is not accepting new single-family or multifamily applications. A portal relaunch is announced with no date. |
| TECH Clean California | Statewide funds reserved | Heat pump water heaters in single-family homes. | Statewide single-family funds are reserved. |
| TECH Clean California, San Fernando Valley | Not yet published | Heat pump water heaters in Aliso Canyon priority communities, including Van Nuys, Northridge, Granada Hills, Reseda, and Porter Ranch. | Announced for late summer 2026. Open applications not confirmed. Check launch status and ZIP code eligibility before you buy. |
| Federal 25C tax credit | Ended | Equipment installed after December 31, 2025 does not qualify. | Closed for 2026 installs. |
Two rules catch people. SoCalGas does not pay a mail-in rebate on a unit bought with an instant discount at the register. And the federal 25C credit is gone for 2026 installs, so a quote subtracting a federal tax credit overstates your savings.
Homes in Burbank, Glendale, and Pasadena are served by their own city utilities, which run separate heat pump water heater rebates. Check with your utility before you choose a unit.

Frequently Asked Questions
Estimated budgeting ranges are $1,800 to $3,500 for a gas tank replaced like for like, $1,500 to $2,800 for an electric tank, $3,500 to $5,500 for a gas tankless unit on a direct swap, and $3,500 to $6,500 for a heat pump water heater before rebates. These estimates combine national installed ranges from Angi and HomeGuide with Los Angeles permit and installation costs. Gas line, venting, and electrical work raise the total, and your quote depends on your home.
Angi lists a national average of $1,348 for a water heater replacement. Treat that as a benchmark. A Los Angeles quote depends on local labor rates, site conditions, and required work such as a permit and inspection, seismic strapping required by state law, and code corrections on older installs.
Plan on one. LADBS lists water heater replacement among its express plumbing permits, which are issued without a plan check. On the LADBS fee schedule, a water-heater-only permit comes to about $60 after the minimum fee and surcharges. Confirm the current fee with LADBS.
Yes. California Health and Safety Code section 19211 requires residential water heaters to be braced, anchored, or strapped. The plumbing code calls for two straps, one in the upper third of the tank and one in the lower third, with the lower strap at least four inches above the controls.
A gas tankless unit costs more up front and ENERGY STAR puts its life expectancy at 20 years, compared with 8 to 12 years for a tank in Southern California. SoCalGas rebates of up to $1,500 narrow the gap on high-efficiency units. Tankless makes less sense when the home needs major gas line work or you plan to sell soon.
SoCalGas lists $300 to $575 on qualifying gas tanks and $80 to $1,500 on ENERGY STAR gas tankless units. LADWP lists up to $2,500 on heat pump water heaters. South Coast AQMD is not accepting new single-family or multifamily GO ZERO applications. TECH Clean California statewide single-family funds are reserved, and a separate San Fernando Valley program for communities such as Van Nuys and Northridge is announced for late summer 2026, so check its launch and eligibility before you buy. The federal 25C tax credit ended for equipment installed after December 31, 2025.
Most tank replacements finish in one day. A tank-to-tankless conversion takes most of a day, and longer when the gas line has to be rerun or the unit moves to a new location.
