What a Water Heater Installation Actually Involves

A water heater replacement is more than lifting one tank out and setting another in. Your old unit went in under an older code. The new one has to meet the code in force today. Seismic straps, a thermal expansion tank on a closed system, a correctly sized relief discharge line, sound venting, and a permit with an inspection. We handle all of it and price it before we start.

Gas, Electric, or Heat Pump: Which Tank Fits Your Home

Fuel type drives your operating cost far more than the unit price does. Three tank types serve Southern California homes.

Natural Gas Tank

The default in most Pasadena and Los Angeles homes. Fast recovery, low running cost on SoCalGas rates, and the simplest swap when you already have gas.

Electric Resistance Tank

No gas line, no venting, no combustion air. Cheap to buy and simple to install. Expensive to run. On Southern California Edison rates it costs more than three times what a gas tank costs to operate.

Hybrid Heat Pump Tank

A heat pump pulls heat from the surrounding air instead of making it with a burner or a coil. Running cost drops to roughly $210 a year on Pasadena Water and Power. It needs 700 to 1,000 cubic feet of air around it, so a garage or a large utility room works and a tight closet does not.

Most homes here replace gas with gas. If your utility room has the air volume and your utility pays a rebate, price a heat pump before you decide. Our water heater buying guide runs the full operating cost math for every utility in the area.

Repair or Replace: When a New Water Heater Is the Right Call

Age decides most of these calls. A gas tank lasts 8 to 12 years in Southern California, and our guide to how long water heaters last shows how to read the manufacture date off your own unit. Past year ten, money spent on a repair buys you very little runway.

Swipe the table sideways to see the call for each age range.

Repair Makes Sense When

A repair buys real time on a younger tank.

Our water heater repair and replacement team runs the diagnosis and tells you which way the numbers point.

Replace It When

Once the tank shell fails, no repair brings it back.

Working through the numbers? Our water heater buying guide compares tank, tankless, and heat pump on purchase price, lifespan, and yearly operating cost for every Los Angeles area utility.

Code Requirements on a Water Heater Replacement

Your old heater went in under an older code. A replacement has to meet the code in force today. Five items account for most failed inspections in LA County.

Seismic Strapping

California Plumbing Code 507.2 requires two metal straps, 22 gauge minimum and 5/8 inch wide minimum. One sits in the upper third of the tank, one in the lower third, and the lower strap stays at least 4 inches above the controls.

Thermal Expansion Tank

If a pressure regulator sits on your water main, your plumbing is a closed system and code requires thermal expansion control. Most Pasadena and Los Angeles homes have a regulator, so expect an expansion tank on the new installation.

Relief Valve and Discharge Line

The temperature and pressure relief valve needs a full size discharge line running downhill to an approved termination point, with no threads on the end and no upward run. Inspectors flag this more than any other item on a swap.

Venting and Combustion Air

A gas tank needs a correctly sized vent connector, proper rise, and code clearances, plus enough combustion air for the burner. An orphaned vent left behind after a furnace change usually needs resizing or a liner.

Garage, Platform, and Drain Pan

A gas heater in a garage needs its ignition source raised 18 inches above the floor and protection from vehicle impact. A heater sitting above finished space needs a drain pan piped to an approved drain.

Permits and Inspections in Pasadena and Los Angeles

Both cities treat a water heater replacement as permitted plumbing work. The permit is cheap. Skipping it is not.

City of Pasadena

Pasadena Building and Safety issues the plumbing permit. Water heater replacement does not appear on the city list of work exempt from permit.

City of Los Angeles

LADBS requires a plumbing permit to replace a gas water heater in a single family home. One exception applies: a replacement of equivalent gallons, BTU rating, and vent capacity performed by a contractor holding a valid LADBS Certificate of Registration as a Certified Licensed Contractor.

Unpermitted water heater work surfaces during escrow, during an insurance claim after a leak, and during any later permit application on the property. The permit costs far less than the correction.

Rebates and Tax Credits in 2026

The federal 25C Energy Efficient Home Improvement Credit ended for equipment placed in service after December 31, 2025. Nothing replaced it. Rebates still exist and they are local. SoCalGas pays $300 to $575 on a storage tank at UEF 0.64 or higher, 55 gallons or less. Pasadena Water and Power pays $500 on a heat pump water heater. LADWP pays $1,500 to $2,500. Glendale Water and Power pays $4,000 plus up to $1,000 toward a panel upgrade. Burbank Water and Power pays $1,500. We handle the paperwork on units we install.

How Much Does Water Heater Installation Cost?

Installed cost tracks four things: fuel type, tank size, the code work your current installation is missing, and access to the space. Here is what homeowners in Pasadena and Los Angeles pay.

Gas tank, direct replacement:

$1,800 to $3,500

Electric resistance tank:

$1,500 to $2,800

on an existing 240 volt circuit

Hybrid heat pump tank:

$3,500 to $6,500

before rebates, which run $500 to $2,500 depending on your utility

Pricing varies based on:

  • Tank size and fuel type
  • Code work your current installation is missing
  • Vent condition and sizing
  • Access to the space and the removal path
  • Whether the heater changes location
  • Permit fees in your city

These are general market ranges, not a quote. We price your job after we see the space, the vent, and the water main.

What Swap Day Looks Like

1. Site Evaluation

We check tank size, vent condition, the water main for a pressure regulator, strap anchoring, and the removal path. You get a fixed price before anything comes apart.

2. Permit Pulled

We pull the plumbing permit under our license with Pasadena Building and Safety or LADBS before the work starts.

3. Old Tank Drained and Removed

Gas and water shut off, tank drained, connections cut, and the old unit carried out and hauled away for recycling.

4. New Tank Set and Connected

New unit set and leveled, water and gas reconnected with new flex connectors and a new shutoff, vent reseated, expansion tank installed.

5. Code Items Completed

Two seismic straps, relief discharge line run to an approved termination, drain pan piped where required, and combustion air verified.

6. Fill, Fire, and Inspect

Tank filled and purged, burner or elements fired, temperature set to 120 degrees, every joint leak checked, and the city inspection scheduled.

Tank Sizing by Bedrooms and Simultaneous Fixture Use

Gallons is the wrong number to shop on. First hour rating is the right one. It tells you how much hot water the tank delivers during the busiest hour of your day, which is the only hour worth planning around. A 40 gallon tank covers one bathroom. A 50 gallon tank covers two bathrooms with a dishwasher running at the same time. A 75 gallon tank covers three or more bathrooms with simultaneous showers.

Swipe the table sideways to see the first hour rating target for each household.

I haven’t personally hired PowerRoute Electric for their services, but I’ve worked alongside them on several jobs over the past year and a half before it was out to the public. From what I’ve seen firsthand, they take their work seriously. They show up on time, communicate clearly, and put effort into getting the job done right. Their team is respectful and seems to care about doing things the right way, not just the fast way. They’re not perfect—no company is—but they’ve consistently shown up and done what they said they would, which goes a long way in this line of work. If you’re considering hiring them, based on what I’ve experienced working with them on-site, they’re reliable and professional. I’d trust them on a job of my own.

Power Route was fast, efficient, organized and knowledgeable when working on solving my electrical issues. They went above and beyond by giving us a breakdown of what the cheaper option vs the best solution would look like in terms of cost and long term solution. Power Route was very transparent and delivered high quality work . Fixed our flickering lights, our overload issues, provided a water heater solution and installed 2 car chargers. Everything is working great and we have not had an issue. Would definitely recommend.

Got Questions?

Frequently Asked Questions

Common questions about water heater installation in Pasadena and Los Angeles.

How much does water heater installation cost in Pasadena?

A direct gas tank replacement runs $1,800 to $3,500 installed. An electric resistance tank runs $1,500 to $2,800 on an existing circuit. A hybrid heat pump tank runs $3,500 to $6,500 before rebates. Missing code work, vent corrections, and moving the heater to a new location raise the number.

What size water heater do I need?

Size on first hour rating, not gallons. One bathroom takes a 40 gallon gas tank. Two bathrooms take a 50 gallon. Three or more bathrooms with simultaneous showers take a 75 gallon. Add capacity for a soaking tub, a spa, or a pool heater.

Do I need a permit to install a water heater in Pasadena or Los Angeles?

Yes. Pasadena Building and Safety issues a plumbing permit for the work, and water heater replacement is not on the city exempt list. LADBS requires a permit as well, with one exception: a replacement of equivalent gallons, BTU rating, and vent capacity performed by a contractor holding an LADBS Certificate of Registration. Any change in capacity, fuel, or location needs a permit.

Do I need an expansion tank with a new water heater?

If a pressure regulator sits on your water main, yes. The regulator makes your plumbing a closed system, and California Plumbing Code requires thermal expansion control on a closed system. Most homes in Pasadena and Los Angeles have a regulator.

Are seismic straps required on a water heater in California?

Yes. California Plumbing Code 507.2 requires two metal straps, 22 gauge minimum and 5/8 inch wide minimum. One sits in the upper third of the tank and one in the lower third, with the lower strap at least 4 inches above the controls.

How long does a water heater installation take?

Most direct replacements finish in three to five hours. Add time for vent corrections, a new expansion tank, a relocation, or a switch from gas to a heat pump. The city inspection is scheduled separately and does not leave you without hot water.

Should I repair or replace my water heater?

Under 8 years old with a failed thermocouple, element, or thermostat, repair it. Over 10 years old, or with water pooling under the tank, replace it. Two repairs in two years means the next dollar is better spent on a new unit.

Is there still a federal tax credit for water heaters in 2026?

No. The 25C Energy Efficient Home Improvement Credit ended for equipment placed in service after December 31, 2025. Local rebates still apply. SoCalGas pays $300 to $575 on qualifying storage tanks. Pasadena Water and Power pays $500 and LADWP pays $1,500 to $2,500 on heat pump water heaters.
